Chapter 12 - The Mother’s Gambit

The morning light cut through the heavy fog shrouding the Potomac River as I stood on the balcony of Arthur Sterling’s penthouse suite in Arlington.

Arthur Sterling Jr. sat inside, his hands trembling as he stared at the open, empty drawer of his wall safe. His face was gray with shock and embarrassment.

"I didn't know, Evelyn... I swear to God I didn't know," Sterling stammered, his voice cracked with age and panic. "Eleanor came to the office three days ago. She said she needed to retrieve her personal marriage certificates and jewelry records from the family archive. I trusted her! She was Arthur’s daughter-in-law for forty years!"

"She knew where the hardware key was hidden because my father told her," I said, stepping back inside the warm room, my military boots striking the marble floor with deliberate cadence. "Richard always kept a leash on her, Sterling. But what he didn't realize was that while he was playing high-stakes corporate games, she was taking notes."

"What is she planning to do with Apex Vanguard?" Sterling asked, wiping sweat from his forehead. "That company holds contracts for private logistics in contested zones in Northern Africa. If she drains those medical stockpiles, thousands of field kits will disappear into the black market!"

"She's not selling them on the black market," I said, pulling up my tablet to review the military shipment manifests Major Vance had intercepted. "She's supplying a private military enclave in Sudan. Apex Vanguard is preparing to secure an unmapped rare-earth lithium mine in the Darfur region—a asset worth billions that my father secretly acquired ten years ago using military shell companies."

The door to the penthouse swung open. Major Karen Vance walked in, holding an encrypted communications drive.

"General Monroe," Major Vance reported, snapping a crisp salute before handing me the drive. "We tracked the signal from the hardware key. It was used forty minutes ago to clear a customs release at Baltimore-Washington International Airport. A heavy cargo transport aircraft—a Boeing 747 registered to Apex Vanguard—is currently sitting on the tarmac at BWI, loading forty military pallets of trauma gear and surgical units."

"Where is Eleanor?" I demanded.

"Surveillance cameras at BWI confirm she is inside the private executive terminal at the airport, accompanied by Gideon Vance and eight armed security personnel," Major Vance replied. "The transport plane is scheduled for takeoff in fifty minutes. If that aircraft enters international airspace, federal jurisdiction becomes a nightmare."

"We aren't letting that plane leave the ground," I said.

"Evelyn, BWI is a civilian airport surrounded by federal air space," Whitmore cautioned, stepping into the suite behind Major Vance. "If we deploy military personnel without an explicit presidential directive, your father’s legal allies in Congress will accuse you of using the Army to conduct an illegal domestic operation!"

"They won't have time," I said, turning toward the door. "The medical equipment being loaded onto that aircraft belongs to the United States Army Medical Corps. Under Title 10 of the United States Code, as Commander of the Medical Logistics Grid, I have the absolute legal authority to conduct an immediate on-site audit and impound any stolen military property."

I looked at Whitmore, my eyes locking onto his. "Call the District’s Military Police Quick Reaction Force. Tell them Colonel Monroe—no, Brigadier General Monroe—is exercising emergency command authority."
