Chapter 12 - Ghosts in the Wire

The silence inside the newly dedicated executive suite of the 1st Sustainment Command was supposed to be a sanctuary. Four weeks after my promotion to Brigadier General, the heavy oak desk was neat, flanked by the national colors and my brand-new single-star general officer flag. But in my line of work, absolute peace is rarely real—it is merely the calm that precedes an artillery barrage.

At 2145 hours, the encrypted terminal on my desk chimed with a high-priority, black-budget alert.

I leaned forward, keying in my biometric scan and flag-level access codes. The screen flickered from the standard DOD logo to a dark red interface stamped TOP SECRET // NOFORN // SPECIAL ACCESS REQUIRED. A single file was sitting in the secure drop box, originating from a non-attributed satellite node hovering over the Caribbean.

The header read: VANCE ENTERPRISE - PROJECT BLACKWATCH / AUXILIARY LEDGER RECOVERY.

I clicked the file open. As line after line of decrypted financial traffic and encrypted voice logs streamed across the high-resolution monitor, my pulse stayed flat, but my jaw clenched tight.

We had believed the Vance dynasty was dead. We had put Julian in a maximum-security cell at Central Prison, locked Evelyn away in Aliceville, sent Arthur Thomas to Leavenworth, and liquidated their domestic real estate empire. But we had made one fundamental assumption—an assumption that twenty-four years in combat should have taught me never to make. We had assumed the snake only had one head.

The ledger in front of me detailed a secondary offshore financial structure called Vance Global Maritime, registered in Nassau and Zurich. It held over ninety million dollars in liquid capital, unencumbered by the domestic RICO seizure warrants. More disturbingly, the access logs showed that three days ago, someone had initiated a series of multi-million-dollar wire transfers from Zurich.

The beneficiary? A private security contractor operating out of South America—Apex Strategic Risk, a group composed entirely of disgraced former international mercenaries, court-martialed operators, and high-end fixers.

The memo attached to the primary wire transfer was a single, terrifying sentence: Target: Elena Vance & Maya Vance. Objective: Permanent Removal. Executive Contingency Protocol Alpha.

My door opened quietly. Retired Master Sergeant Briggs stepped in, wearing dark civilian attire. He took one look at my face, closed the heavy door behind him, and engaged the deadbolt.

"General," Briggs said, his voice instantly dropping to operational low-frequency. "I saw the high-priority network ping from the command center. What do we have?"

I rotated the monitor toward him. Briggs leaned in, his eyes scanning the transaction logs. As he read the name Apex Strategic Risk, he let out a low, dangerous whistle.

"Apex," Briggs grunted. "Led by Viktor Vance. Evelyn’s estranged younger brother. The one who disappeared into Eastern Europe fifteen years ago after the Federal Maritime Commission tried to indict him for international arms trafficking."

"Viktor," I said, committing the name to my tactical assessment. "Evelyn’s black-sheep brother. The family’s enforce-and-cleanup man."

"Evelyn wasn't the top of the pyramid, ma'am," Briggs said, realization hardening his features. "Evelyn was the domestic face of the syndicate. Viktor was the muscle operating outside US jurisdiction. With Evelyn and Julian facing life behind bars, Viktor isn't just coming for revenge—he’s coming to purge every witness who can link his offshore entities to the domestic racketeering network."

I stood up, walked to the glass window overlooking the darkened parade ground, and folded my arms. "Who else knows about this ledger?"

"Just us and the cyber-intelligence unit at Fort Gordon that flagged the ping," Briggs answered. "The civilian federal marshals haven't picked it up yet because the offshore accounts were shielded behind three layers of Panamanian shell trusts."

"Keep it that way," I ordered sternly. "If the FBI or the Department of Justice launches a formal international extradition request right now, Viktor will go dark immediately. He’ll hire local cut-outs to execute the contract while he hides behind non-extradition treaties in South America."

"What’s the play, General?"

"We draw him out," I turned to face him, my voice colder than deep space. "Viktor wants to strike at the heart of this family. He thinks he’s hunting two traumatized women—a retired soldier and a recovery center director. He doesn't realize he’s walking directly into a prepared kill zone."

"What about Maya?" Briggs asked, his tone laced with protective concern. "She’s at the recovery center tonight. The facility is secure, but it’s open to the public."

"We reinforce the perimeter quietly," I said, pulling my secure-comms device from my pocket. "I want a eight-man team of trusted, off-duty special forces operators placed on the outer boundary of the recovery center in civilian clothes. No military marked vehicles. No uniforms. Detective Rosa Vance needs to be briefed immediately. She knows the local law enforcement response protocols better than anyone."

I checked my watch. 2215 hours.

"Briggs, prepare my personal vehicle. We’re heading to the center."

As I walked out of my general's office, leaving behind the gleaming awards and silver stars, I felt the familiar, cold weight of my tactical sidearm strapped beneath my civilian coat. Julian and Evelyn Vance had tried to destroy my daughter with lawyers, bribes, and domestic abuse. Now, their international mercenaries were coming to finish the job with steel and fire.

They thought wealth bought immunity. They thought offshore accounts bought power.

I was going to teach Viktor Vance that in the shadow of Fort Liberty, power isn't measured in dollars—it is measured in caliber, courage, and the absolute willingness to eliminate any threat to your child.
