Chapter 13 - Retaliation ProtocolZ

Twenty-four minutes after Daniel’s call, a pair of black Chevrolet Suburbans rolled up the gravel driveway of the Carter residence, parking in a defensive formation before the front porch.
Marcus Vance stepped out of the lead vehicle, accompanied by two former Secret Service protection specialists in tailored dark suits, their lapels pinned with discreet encrypted communications earpieces. Marcus carried a heavy leather litigation case and a sealed evidence portfolio.
Inside the living room, with Emily safely engrossed in a video conference with her science academy mentor in the upstairs study, the adults convened around the dining table.
“This is David Ross and Thomas Sterling,” Marcus said, introducing the two security specialists. “Both spent a decade on presidential protective details. Beginning immediately, one will remain stationed at your perimeter, and the other will provide discreet mobile escort for Emily whenever she leaves the premises. Giant Airlines’ corporate security division is fully funding the detail under their employee protection protocols.”
“Thank you,” Daniel said, shaking their hands before turning his gaze back to Marcus. “Now tell me what we are doing about Richard Whitmore.”
Marcus placed the plastic-wrapped envelope and letter on the table, alongside a digital tablet displaying financial trees and corporate filings.
“First, the surveillance photos constitute an explicit violation of the federal restraining order issued during Vanessa’s sentencing,” Marcus said, pointing at the screen. “I have already forwarded digital scans to Special Agent Sarah Ramirez at the FBI and the U.S. Attorney’s Office. Stalking a federal witness and the victim of a prosecuted federal crime is a felony under 18 U.S. Code § 1512. The FBI has already opened a domestic intimidation case against Richard Whitmore and his private investigative contractors.”
“What about this appellate threat?” Daniel asked, gesturing to the letter. “He claims he’s hiring a D.C. firm to overturn Vanessa’s twenty-year sentence.”
Marcus let out a short, contemptuous laugh.
“The firm he attempted to hire is Henderson & Cole—one of the premier Supreme Court appellate boutiques in the country. Richard wired them a two-hundred-and-fifty-thousand-dollar initial retainer yesterday morning through an LLC registered in the British Virgin Islands. Unfortunately for Richard, I happen to have clerked for the Senior Partner at Henderson & Cole thirty years ago.”
Marcus tapped the tablet, bringing up an email thread with the law firm’s managing director.
“The moment Henderson & Cole realized that the funds originated from an undisclosed shell company attempting to evade a federal civil judgment, and that their prospective client was actively threatening the victim of a high-profile aviation assault, they immediately terminated the representation, returned the funds, and submitted a formal notice of criminal disclosure to the federal receiver.”
“So he’s running out of options,” Daniel observed.
“He is out of options, but a desperate, narcissistic billionaire with half his fortune stripped away is more dangerous than a rational one,” Marcus warned. “Richard Whitmore is not used to losing. He built his entire empire in Bellevue through ruthless land acquisitions, zoning intimidation, and silencing opposition with endless legal fees. He thinks he can bully us into a settlement where we return their seized assets in exchange for them leaving Emily alone.”
Daniel stood up, walking toward the large bay window that overlooked the front yard where the security detail was setting up infrared perimeter cameras.
“I don’t settle with bullies, Marcus,” Daniel said, his voice flat and unyielding. “I didn't settle with Vanessa at thirty-eight thousand feet, and I won’t settle with her husband on the ground.”
“Then we go on the absolute offensive,” Marcus replied, his eyes narrowing with lethal legal precision. “We aren't going to wait for his Rule 33 motion or his state civil challenges. Tomorrow morning, I am filing an emergency fraudulent conveyance action under the federal Racketeer Influenced and Corrupt Organizations Act—RICO.”
Daniel looked back. “RICO?”
“Yes,” Marcus smiled, a cold, predatory gleam in his eye. “We have evidence that Richard Whitmore used his offshore corporate shell network to launder over eighteen million dollars out of his primary marital estate the week after the Flight 101 incident to prevent those funds from being seized for Emily’s foundation. Under RICO, if we prove an ongoing criminal enterprise designed to obstruct justice and defraud a federal judgment, the court will triple the damages to fifty-four million dollars and issue an immediate federal warrant for Richard Whitmore’s arrest.”
Before Daniel could answer, a soft knock sounded on the front door.
David Ross, the security specialist, checked the encrypted monitor mounted on the wall. “Captain Carter, Special Agent Ramirez from the FBI is outside. She’s not alone.”
Daniel opened the door.
Agent Sarah Ramirez stepped into the foyer, wearing her tactical FBI windbreaker with her gold federal badge displayed on her belt. Flanking her were two federal marshals holding a bright red evidence binder.
“Captain Carter, Mr. Vance,” Agent Ramirez said, stepping into the entryway. “We tracked the private investigator who took those surveillance photos of your home. His name is Tyler Briggs, an unlicensed operative based out of Tacoma. We arrested him forty minutes ago outside your daughter’s school.”
Daniel’s chest tightened. “Did he approach Emily?”
“No,” Ramirez stated firmly. “Our surveillance team intercepted him the moment he pulled his vehicle into the school parking zone. We seized his cameras, his encrypted hard drives, and his cell phone. On his phone, we found three direct wire transfer confirmations totaling seventy-five thousand dollars sent directly from Richard Whitmore’s personal account in Zurich.”
Ramirez pulled out a signed federal arrest warrant bearing the gold seal of the United States District Court.
“United States District Judge Victoria Martinez just signed a no-bail warrant for Richard Whitmore on charges of Federal Witness Tampering, Conspiracy to Obstruct Justice, and Interstate Stalking. Our tactical teams in Bellevue are currently surrounding his residence.”
Daniel looked at the federal warrant, feeling a deep, profound sense of resolve settle over him.

The Whitmore family had believed their wealth and influence made them gods who could burn children without consequence and stalk families with impunity.
They were about to learn, once and for all, that in Daniel Carter’s sky—and on his ground—there was nowhere left to hide.
